This 2026 edition of manual instructs traffic engineers to not use the ITE Extended Kinematics Formula but rather to use the old formula. But ITE acknowledged that its old formula is wrong. ITE acknowledge that its old formula makes all drivers run red lights and especially so in left turn lanes, so severe in fact that it causes crashes.

Yet even with the new ITE formula, both ITE old and new practices still do not rise to the bar of "engineering practices." ITE practices are not applications of the mathematical and physical sciences, which is the statutory requirement of an engineering practice.

Just because the FDOT manual declares the old ITE practice an engineering practice does not make it so. An engineer using 2 + 2 = 5 in his design does not make 2 + 2 = 5 an engineering practice.

Fraud. The assertion that the old ITE formula is an engineering practice is fraud. The FDOT knows the old formula is wrong but it is forcing Florida agencies and Florida engineering subcontractors to rely on it. The resulting damage is the continuance of forcing drivers to run red lights, be punished for FDOT engineering malpractice by crashing and paying red-light camera fines.

The extended ITE formula is more correct than the old formula, but it is still wrong. Therefore theextended ITE practice is still not an engineering practice. The practice still makes all drivers run red lights. Like the old formula, the new formula adds one more special case of traffic movement. It is still not the deterministic equation that allows all allowable drivers on the road to navigate an interection legally. That simple deterministic equation that solves the whole problem is to remove the "2" from the denominator of the ITE old formula.

ITE put a disclaimer on all its formulas. ITE does not regard its formulas as engineering practices.

The FWHA rejected the old and new ITE formulas as engineering practices. The FHWA remove the references to ITE from the MUTCD and from its website.

On the 3 to 6 second range limitation, the FDOT manual also violates Florida law. Section 3.6.2 says to not program a yellow change interval longer than 6 seconds. Florida manual: "Do not". MUTCD/Florida Law: "Should not." There is a big difference.

The statutory requirement for a professional engineer is to know the science and apply it in his work [section 471.005(7)]. The traffic engineer does not know the physics of this own yellow light formula and thus forces drivers to run red lights. He causes crashes. He causes government and red light camera companies to seize the property ($) of innocent vehicle owners/drivers. He therefore is not practicing engineering and is forbidden to practice engineering under the same section.

The FDOT is approving American Traffic Solutions' red-light camera installation plans. However, the FDOT plays Pontius Pilate and wipes it hands clean by disclaiming it has anything to do with red-light cameras. This is hypocrisy on its face because the FDOT has just taken a stance by its approval.
